SALARIES OF VICE-CHANCELLORS AND LECTURERS IN THE THREE UNIVERSITIES
Please refer to my letter No. SCR-19/8 of the 22nd May, 1978. 

As the request from the Government that Lecturers should individually declare in writing whether they are prepared to undertake their normal teaching assignments has not been complied with, it has been decided that the payment to them and the Vice-Chancellors of their salaries should be suspended forthwith. To this end, instructions have been issued to the Controller and Accountant-General to withhold all payments to the three Universities for the salaries of the Vice-Chancellors and the Lecturers. 

As regards the request for an appointment for a delegation of the National Council for Higher Education to meet the Chairman of the Supreme Military Council, I am to inform you that such an appointment will be arranged only when the Government’s directives have been complied with.

SALARIES OF VICE-CHANCELLORS AND LECTURERS IN THE UNIVERSITIES 
Arising out of the non-compliance with the request from the Government that all the Lecturers of the three Universities should indicate individually and in writing whether or not they are prepared to undertake their normal teaching assignments, the Government has decided that the payment to them of their monthly salaries should be suspended forthwith until further notice. To this end, I am to request you to ensure that no payments are made to the three Universities for the payment of the salaries of the Vice-Chancellors and all the Lecturers. 

Please notify me, for the information of the Head of State and Chairman of the Supreme Military Council, when this instruction has been carried out. 

A copy of this letter is being sent to the Chairman of the National Council for Higher Education for his information.
