EXTRACT FROM THE MINUTES OF A MEETING OF THE NATIONAL LIBERATION COUNCIL HELD ON THE 5TH APRIL, 1966

The Council considered a memorandum by the Office of the National Liberation Council, and APPROVED the terms of reference as set out in paragraphs 2 and 3 of the memorandum, for the Board of Enquiry into the affairs of the Kumasi University of Science and Technology.

Item No. BOARD OF ENQUIRY INTO THE AFFAIRS OF THE KUMASI UNIVERSITY OF SCIENCE AND TECHNOLOGY 

On 22nd March, 1966, the National Liberation Council appointed a Board of Enquiry, consisting  Mr. J. S. Manyo-Plange, retired Judge as Chairman, Mr. S. Marshall of Messrs. Pannel Fitzpatrick Graham and Crewdson, Chartered Accountants, and Dr. N. O. Anim  of the University College of Cape Coast as  members, to investigate the causes of the student demonstrations in the Kumasi University of Science and Technology and allegations which had  been made against the Vice-Chancellor, Dr. R. P. Baffour 

2. In this connection the Higher Education Division of the Ministry of Education have proposed the following terms of the National Liberation Council:  

(i) to enquire into the circumstances surrounding the student disturbances which took place at the University of Science and Technology, 1966; Kumasi, between the 18th and the 20th March, 

(ii) to investigate the methods adopted in suppressing the disturbances and, in particular, the role played by the Security staff of the University in the said suppression; 

(iii) to enquire into allegations of malpractices and irregularities in the administration of the University by the Vice-Chancellor and by any other senior officers, with reference to provision of Science made and Technology in the Kwame Act Nkrumah (Act 80) University and any statutes enacted thereunder for the due and proper administration of the University; 

(iv) to investigate whether any funds or assets of the University senior member have of been the University improperly  diverted to  himself by or  for his benefit; 

(v) to enquire into any other matters which in the opinion of the Board ought in the public interest to be investigated in connection with the said student disturbances and alleged malpractices and irregularities; and

(vi) to report to the National Liberation Council their conclusions arising out of the foregoing, making such recommendations to the Council as the Board may think fit. 

3. The Ministry have also proposed that: 

(1) in reporting its conclusions the Board should embody in the report a full statement of the reasons which have led it to those conclusions; and 

(2) the Inspector-General of Police should detail Police officers to attend upon the Board to preserve order during its proceedings and to serve summons on witnesses and to perform such other functions relating to the enquiry as the Board may direct. 

4. The National Liberation Council is requested to approve these proposals.
