SECTION 3 – RECOMMENDATIONS 

Part 1-Acts of Improper Behaviour 

We recommend, in respect of the various Police acts of impropriety discussed in Section I of this Chapter, that the University should lodge with the Police a strongly worded protest and demand an apology. 

Part 11-University Regulations 

A. The Symposium on 12th January, 1978 

The Committee is satisfied that there was no breach of University regulations. 

B. The Procession on 13th January, 1978 

By their failure to notify the appropriate authorities of their intention to organise a procession, the student leaders were in clear breach of the regulations. We recommend, therefore, that the University should call upon the organisers of the procession to answer for their failure to comply with the regulations. In the Committees view, the University’s regulations on processions (within the University) are adequate; what really matters is their strict observance by the students. In view, however, of the recent experience, the Committee recommends that the regulations be amended to debar students from holding internal processions or demonstrations outside the Gates of the University.

C. The Law of the Land 

In the light of the account of the events at the Main Gate on 13th January – see Chapter One Part II(B) – and of the arguments advanced in Section I of this Chapter, the Committee considers that it would be an unreasonable interpretation of the law to say that the students needed to obtain a police permit, and to insist that they were therefore in breach of the law of the land in holding a procession on University grounds. However, they were clearly in breach of the law for throwing stones and kidnapping the policeman. The Committee expects that in calling upon the student leaders to answer for their failure to comply with the regulations on processions, the University will also raise with them the issue of the criminality of these acts.
