SECTION 3- RECOMMENDATIONS 

Part I-Senior Members 

We recommend that the Vice-Chancellor should hold a meeting with Heads of Departments/Organisations, Deans of Faculties, the Dean of Students and Heads of Halls to discuss with them generally their responsibility for ensuring that information vital to the welfare of the University which may come to them is transmitted without delay to the Vice-Chancellor. In respect of Senior Members generally, we recommend that the Vice-Chancellor should raise this issue during his next address to Convocation. 

Part II-Security Guards 

The Committee was struck by the fact that members of the Security Service firmly believed that crime prevention and detection were their only duties. The Committee thinks that there is need for educating members of this Service to  appreciate that they have a duty not only of detecting and preventing crime, but also of relaying to superior authority any information which might contribute to the maintenance of peace and order on the campus.

We recommend that the Dean of Students and the Head of the Security Service should organise periodic courses for members of the Service with a view to inculcating in them a broader sense of their responsibilities. 

Part III – Hall Porters 

The evidence was clear that the failure of some Hall Porters to keep a record of incidents in the Hall was not the result of ignorance of their responsibilities in this regard, but of sheer apathy. In Commonwealth Hall for instance, all that was available in the book was the record of items of equipment, such as torchlights, keys, staplers, etc.; that were handed over by one Porter to another during changes of duty shifts. The Committee believes that there is need for greater supervision of Hall Porters within the Halls themselves, and recommends that the Hall Councils be urged to ensure that such supervision is adequately and effectively provided.
