The University Council met yesterday, 1st April, 1971, to review the various events and developments that took place in the University of Ghana in the form of student demonstrations and the presentation of student grievances. It noted that about noon on the 13th of March, 1971, you assured the Vice-Chancellor that there was no cause for any concern that there would be a student demonstration in the afternoon on that day to disrupt the proceedings of the Congregation of the University to which distinguished guests had been invited. At the time that you gave this assurance however, you were fully aware that preparations for such a demonstration by students at the Congregation had been made and had reached an advanced stage. Nevertheless you concealed this fact from the Vice-Chancellor.

On the 15th of March, 1971, you assured the Chairman of the University Council in the presence of two other members of the Council that you would render an unqualified apology to the University Council for the misconduct and discourtesy which students had shown at the Congregation ceremony of the University on Saturday, 13th March, 1971, before ho met you and other members of the Students Representative Council to discuss further your grievances on the 17th of March, 1971.

When the Chairman of the University Council met you on the 17th of March, 1971, he reminded you at the beginning of the meeting of the need and the propriety for the apology. He understood your point that you required time to consult the student body on the matter. The Chairman however urged that it was in your own interest to let the Council receive the apology by the end of the day.

Up till today, the University Council has neither received an apology from you nor any explanation why you have so far not communicated with it on this matter.

The University Council views with serious concern your failure so far to communicate with it on this matter. The Council has accordingly asked me to request you to let me know by Thursday, the 8th of April, 1971, what you propose to do. The Council feels that your failure so far to take any action in this matter should be brought to the attention of your parent/guardian. I have therefore sent him/her a copy of this letter.
