(i) Board of Enquiry into the affairs of the Kumasi University of Science and Technology
The Council was informed by the Commissioner of Police (C.I.D.) that in view of the information reaching his office about the affairs of the Kumasi University of Science and Technology, he considered it necessary that the Board of Enquiry into the affairs of the University should be up- graded to a full-fledged Commission of Enquiry with powers to compel the attendance of witnesses.
The Acting Attorney-General explained, in this connection, that Mr. Justice Manyo-Plange, the Chairman of the Board, had in discussion with him agreed that the Board should remain as at present constituted but that, if in the course of its investigations, it became necessary to up-grade it to a Commission he would ask the Council for the necessary authorisation.
It was also suggested by Col. Afrifa that in order to avoid giving too much publicity to the outside world about the revelations being made before the various Commissions of Enquiry and to prevent a distortion of Ghana’s image abroad, the proceedings of the enquiry should be held in camera.
After discussion, it was DECIDED that the Board of Enquiry into the affairs of the Kumasi University of Science and Technology should be up-graded to a Commission and their proceedings held in camera.
